Creates an 11-member "Electric Vehicle Battery Recycling Task Force" within the Department of Environmental Protection to study safe storage, collection, reuse, recycling, and disposal of used electric vehicle batteries.

Task force membership includes the President of the Board of Public Utilities, Commissioner of Environmental Protection, Commissioner of Transportation, plus 8 gubernatorial appointees representing EV manufacturers, recycling facilities, academics with battery expertise, and environmental experts.

Requires the task force to analyze international programs (including extended producer responsibility policies), compile data on existing regional recycling facilities, develop recycling infrastructure strategy, and examine second-life applications for batteries retaining capacity.

Task force must hold at least 3 public hearings in different parts of the state and submit findings and recommendations to the Governor and Legislature within 2 years of organizing.

Members appointed within 30 days of the act's effective date, serve without compensation, and the act expires 30 days after the final report is submitted.
