Exempts individuals under 18 years of age from paying fees for both resident and nonresident fishing licenses in New Jersey, while still requiring them to obtain a license.

Amends R.S.23:3-4 to add the under-18 exemption to existing fee exemptions, which already include no license required for those over 70 and reduced fees ($11.50) for those aged 65-69.

Current resident fishing license fee is $21.50 plus $1.00 issuance fee; nonresident annual fishing license fee is $33.00 plus $1.00 issuance fee.

Applies to both annual resident fishing licenses and nonresident annual fishing licenses, removing financial barriers to youth participation in fishing.
