Requires NJ Transit Corporation, in consultation with the Office of Homeland Security and Preparedness, to review all buses and trains for "kill switches" or remote access features that may pose cybersecurity or operational risks

Defines "kill switch" as any hardware, software, firmware, or embedded feature allowing remote disabling, degradation, or control of vehicle operations without NJ Transit authorization

Mandates removal, permanent disabling, or mitigation of identified kill switches or remote access features that present security risks and are not necessary for public safety or regulatory compliance

Exempts kill switches determined essential for emergency safety functions, provided reasonable safeguards and access controls are implemented

Applies to vehicles owned or operated by NJ Transit as well as those operated by contracted entities providing motorbus regular route service or passenger rail service including light rail
