Creates the "STEM Curriculum Grant Program" in the Department of Education to promote project-based learning in science, technology, engineering, and mathematics for at-risk students in grades six through eight.

Requires the Commissioner of Education to select a minimum of two school districts with existing STEM programs, with each district supporting at least 60 at-risk pupils.

Mandates that funded programs provide hands-on, real-world learning experiences and include an accelerated option allowing students who are a year behind to complete two grade levels in one year.

Appropriates $2,250,000 from the General Fund to the Department of Education for distribution to the nonprofit organization Engaged Learning Strategies to administer the program.

Defines "at-risk pupils" as students from households with income at or below 185% of the federal poverty guidelines.
