Establishes the "Indigent Veterans' Burial Services Fund" in the Department of the Treasury to provide additional funding for burial or cremation of indigent veterans, including homeless veterans and those whose remains have been abandoned.

Allows New Jersey taxpayers to make voluntary contributions to the fund through a designation on their gross income tax return, either from their tax refund or as an enclosed contribution.

Administrative costs incurred by the Division of Taxation for collection may be deducted from receipts before depositing net contributions into the fund.

Requires the Legislature to annually appropriate all monies in the fund to the Department of Military and Veterans Affairs for burial expenses under R.S.38:17-4.

Takes effect immediately and applies to taxable years beginning on or after January 1 following enactment.
