Creates the EMS Provider Safety Grant Program within the Department of Health to provide one-time, competitive grants to emergency medical services providers for purchasing safety equipment including personal protective equipment, protective clothing, cleaning equipment, and virus protection equipment.

Appropriates $10 million from federal Coronavirus State Fiscal Recovery Fund (American Rescue Plan Act of 2021) to fund the program, which expires once funding is exhausted.

Requires grant applicants to submit descriptions of intended equipment purchases and identify personnel responsible for managing funds; grants are available only to EMS providers currently operating in New Jersey.

Prioritizes grant awards based on provider need (service calls, personnel count, service area population), COVID-19 impact on personnel and community served, and strength of the applicant's proposed spending plan.

Mandates the Commissioner of Health report to the Governor and Legislature within one year on the number of grants awarded and safety items procured through the program.
