Prohibits publicly owned or controlled parking lots, vacant lots, and garages in New Jersey from being used as staging areas, processing locations, or operations bases for federal immigration enforcement activities.

Directs the Director of the Division of Local Government Services to identify all municipal, county, and state public lands that have been used or are likely to be targeted for immigration enforcement purposes.

Requires the director to issue signage for identified public properties stating the prohibition and to provide guidelines for using physical barriers like locked gates to limit unauthorized access.

Allows eligible private landowners and leaseholders (businesses, faith institutions, medical providers, and nonprofits) to request free signage indicating their property may not be used for immigration enforcement.

Appropriates funds from the General Fund to the Division of Local Government Services to implement the provisions, while exempting properties with existing lease or concession agreements and preserving the execution of judicial warrants for criminal law enforcement.
