Prohibits the distribution, sale, or possession with intent to sell of "cell-based food" in New Jersey, defined as cultured animal tissue produced from in vitro animal cell cultures for human consumption

Imposes a civil penalty of $1,000 for each violation of the ban

Continuing violations are treated as separate offenses, with each day constituting a distinct violation subject to its own $1,000 penalty

Grants enforcement authority to the Department of Health and local health agencies, including the ability to seek injunctive relief through municipal or Superior Court

Takes effect immediately upon enactment
