Extends the deadline for requiring automatic fire sprinkler systems in newly constructed townhouses from the 13th month to the 25th month following the enactment of P.L.2023, c.265 (January 2024)

Requires construction permit applications for new townhouses to include provisions for sprinkler system installation to be declared complete by enforcing agencies after the extended deadline

Exempts developments from sprinkler requirements if a site plan, subdivision application, preliminary/final approval, developer's agreement, redevelopment agreement, PILOT agreement, affordable housing plan, or building permit was submitted before the 25th-month deadline

Extends the deadline for the Commissioner of Community Affairs to adopt rules and regulations incorporating 2021 International Residential Code sprinkler standards to the 13th month following this bill's enactment

Amends P.L.2023, c.265 to change the overall effective date from the 7th month to the 25th month following that statute's original enactment
