New Jersey SNAP retailers accepting electronic benefits transfer cards must equip all point of sale terminals with anti-card skimming technology by January 31, 2027, as determined by the Department of Human Services.

Card skimming is defined as illegally installing scanning devices on terminals to access or store information from payment card magnetic strips without the cardholder's permission.

The Department of Human Services may inspect SNAP retailers to verify compliance with anti-skimming requirements.

Administrative penalties for violations include up to $1,000 for the first offense, $3,000 for the second, and $5,000 for each subsequent violation.

Retailers with four or more violations may be excluded from participating in the SNAP program.
