Requires a construction permit for application, enclosure, repair, removal, or encapsulation of asbestos-containing material on single-family homes, duplexes, or townhouses in New Jersey

Defines asbestos-containing material as any material with more than 1 percent asbestos by weight

Exempts projects involving less than 1,000 square feet of asbestos-containing material surface area, unless separately required by the enforcing agency or Commissioner of Community Affairs regulations

Construction permit requirement applies in addition to any existing permitting requirements from other enforcement entities

Takes effect on the first day of the third month following enactment, with the Commissioner of Community Affairs directed to adopt implementing rules and regulations
