Creates an "Art in Storefronts" initiative within the existing "Main Street New Jersey" program to facilitate temporary display of original artwork in vacant downtown storefront windows

Requires the Commissioner of Community Affairs to provide participating municipalities with technical assistance on recruiting property owners and artists, liability issues, selection processes, budgeting, and contracting

Mandates the commissioner to produce sample artist agreements and sample property owner agreements for municipalities to use

Encourages coordination with the New Jersey State Council on the Arts, colleges and universities, economic development nonprofits, and private investors in developing the initiative

Prioritizes opportunities for local New Jersey artists to display their work in vacant storefronts as an economic development tool for downtown revitalization
