Creates a permanent Process Improvement Program Task Force within the Department of the Treasury to implement Lean Six Sigma management practices across New Jersey state, county, municipal, and school district government operations.

Task force membership includes all Executive Branch department heads, additional state officers designated by the Governor, three public members representing counties, municipalities, and school boards, and three public members with Lean Six Sigma expertise.

Requires all government departments, agencies, commissions, and boards to conduct comprehensive reviews of their processes within 60 days of task force request to identify candidates for process improvement programs.

Task force must meet monthly for the first 12 months, then quarterly thereafter, and issue written reports within six months of enactment and annually detailing program progress, results, and needed regulatory or statutory changes.

Upon receiving task force reports, the Governor and local governing bodies must direct implementation of selected process improvement programs and seek legislative changes to statutes or regulations as needed.
