Prohibits the New Jersey Department of Environmental Protection from approving dredge spoil dumping on Delaware River islands owned or controlled by the State or political subdivisions without municipal authorization

Requires DEP to petition each municipality owning land on affected islands and obtain approval via ordinance before any dredge spoil dumping can occur

Applies to all Delaware River islands controlled wholly or partly by a Board of Island Managers established by the Legislature, including existing dredge spoil banks

Specifically addresses Burlington Island, which has been under local control since the mid-19th century and is designated exclusively for recreational, conservational, educational, or cultural use under P.L.1998, c.119

Takes effect immediately upon enactment
