Establishes the New Jersey Forensic Science Laboratory at Rutgers University-Camden to serve crime investigation needs in the southern region of the state

Laboratory will provide real-time testing services including fingerprinting, firearms identification, forensic toxicology and chemistry, trace evidence, DNA identification, and forensic anthropology

Requires the laboratory to collaborate with external partners on research, public policy development, and student educational opportunities

Mandates a report to the Governor and Legislature within two years summarizing research, activities, and five-year priorities including resource needs

Appropriates up to $500,000 from the General Fund to reimburse the laboratory for costs incurred in carrying out its purposes
