Requires every county and municipality in New Jersey to adopt an anti-sexual harassment policy within 90 days after state regulations are promulgated

Directs the Director of the Division of Local Government Services, in consultation with the Division on Civil Rights, to establish a model anti-sexual harassment policy within 6 months of the law taking effect

Mandates the policy define sexual harassment consistent with EEOC guidelines, apply to all officers, employees, and third parties doing business with the local unit, and establish complaint investigation procedures

Allows local governments to submit their own alternative policy for state approval instead of adopting the model policy, with amendments required if found inconsistent

Preserves individuals' rights to report sexual harassment directly to courts or external agencies regardless of local policy procedures
