Requires the State Treasurer to submit an annual multi-year fiscal outlook analysis to the Governor and Legislature, covering the proposed budget year plus the next two fiscal years

Initial report due by April 1 or the Treasurer's first budget committee appearance (whichever is first), with an updated report due by May 31 or the second committee appearance (whichever is earlier)

Analysis must include three economic scenarios (optimistic, pessimistic, and baseline) with distinct structural deficit projections for each fiscal year

Anticipated appropriations must be calculated using "current services basis of budgeting," adjusting for enrollment changes, caseload/population shifts, statutory cost-of-living adjustments, and previously-enacted program changes

Report must include itemized statements of anticipated appropriations, revenue projections from all sources, estimated fund balances, and principal/interest due on general obligation bonds and appropriation-backed contract bonds
