Creates the Transportation Authority of New Jersey as an independent instrumentality within the Department of Transportation, governed by a 19-member board (17 voting, 2 non-voting) appointed by the Governor with staggered four-year terms.

Consolidates the New Jersey Turnpike Authority, NJ Transit Corporation, and NJ Transportation Trust Fund Authority as subsidiaries under the new authority, while also transferring transportation planning functions from the Department of Transportation.

Centralizes administrative functions across all transportation entities including IT, security, audits, budget management, procurement, legal services, real estate, and capital program management under the new authority.

Requires the Department of Treasury to hire an independent consultant through competitive bidding within three months to advise on best practices for consolidating transportation oversight based on other states and industry standards.

Establishes a Transfer Date (within one year of board appointment) when all powers, assets, employees, and contracts transfer to the new authority, with existing transportation entity governing bodies replaced by leadership committees chaired by the authority's board chair.
