Imposes civil penalties per day deepfake content is disseminated: up to $15,000/day for municipal/county candidates, $50,000/day for state legislature or governor candidates, and $250,000/day for federal candidates (doubled for Super PACs)

Provides a safe harbor exemption when advertisements include clear disclosure stating the content "has been manipulated or generated to depict speech or conduct that did not occur," along with embedded digital content provenance

Allows aggrieved candidates to seek injunctive relief, punitive damages, and attorney's fees, with courts able to order immediate removal of advertisements during pending litigation

Exempts broadcasters, newspapers, internet service providers, interactive computer services, AI technology providers, law enforcement, and content constituting satire or parody
