Creates a 19-member Task Force on Institutional Discrimination in Health Care within the Department of Health to study unequal health outcomes among patients of different races and socioeconomic classes

Task force membership includes the Commissioner of Health, Attorney General, representatives from various health boards (Medical Examiners, Nursing, Dentistry, Optometrists, Chiropractic, Physical Therapy), and legislative appointees with relevant expertise

Requires the task force to review existing research and data on health disparities and identify specific policies to address them, including institutional analyses of hospitals and training on racism in the medical profession

Task force must organize within 30 days of member appointments, requires 10 members for a quorum, and must issue a report with findings and recommendations within 6 months

Task force expires 30 days after issuing its report; members serve without compensation but are reimbursed for necessary expenditures
