Appropriates $45 million from the General Fund to the Division of Mental Health and Addiction Services for Opioid Hospital Initiatives, replacing an identical appropriation previously made from the Opioid Recovery and Remediation Fund

Distributes funds to four specific hospitals: $10 million to Hackensack, $15 million to RWJ Barnabas, $15 million to Cooper, and $5 million to Atlantic Health for opioid-related care and treatment

Requires each hospital to submit quarterly reports to the Commissioner of Human Services detailing fund usage, individuals served, outcomes data, and remaining balances until all funds are expended

Repeals section 111 of the FY2026 appropriations act (P.L.2025, c.74), which originally provided the $45 million from the Opioid Recovery and Remediation Fund for this same purpose

Allows funds to be used by the Division of Medical Assistance and Health Services to maximize federal Medicaid matching funds, subject to CMS guidelines and federal approval
