Enters New Jersey into the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact (REPLICA), enabling EMS personnel licensed in any member state to practice across state lines under a "privilege to practice."

Licensed EMTs, advanced EMTs, and paramedics from member states can provide emergency medical services in New Jersey without obtaining a separate state license when performing assigned EMS duties such as patient transport.

Establishes the Interstate Commission for EMS Personnel Practice, a joint public agency that will maintain a coordinated database of licensure information, adverse actions, and investigatory information on all licensed EMS personnel in member states.

Requires member states to implement criminal background checks using FBI fingerprint data for all initial EMS licensure applicants within 5 years of compact activation.

Expedites licensure processing for veterans, active military service members separating from active duty, National Guard and Reserve members, and their spouses who hold current NREMT certification.
