Establishes a two-year "Entrepreneur Learner's Permit Pilot Program" through the Business Action Center to reimburse first-time entrepreneurs for State filing, permitting, and licensing fees when starting new businesses in designated industries.

Designated industries include biotechnology, pharmaceuticals, financial services, transportation and logistics, advanced computing, advanced materials, electronic device technology, environmental technology, and medical device technology.

Reimbursements capped at $500,000 aggregate per fiscal year, with priority given to women-owned and minority-owned business applicants.

Business Action Center must develop the program within six months of enactment and conduct an effectiveness review by February 1 of the second fiscal year, including economic impact analysis and recommendation on whether to make the program permanent.

Center must submit a report on program outcomes to the Governor and Legislature.
