Prohibits commercial users from selling, leasing, or placing crib bumpers in the stream of commerce in New Jersey by classifying them as unsafe children's products under the Consumer Fraud Act.

Defines "crib bumper" as any material covering crib sides to prevent injury or entrapment, including padded bumpers, vinyl bumper guards, and vertical slat covers, but excluding non-padded mesh crib liners.

Violations carry penalties of up to $10,000 for a first offense and up to $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages.

Takes effect on the first day of the third month following enactment.

Extends prohibition to licensed child care centers, which are already barred from using unsafe children's products under existing law.
