Expands New Jersey's DNA Database and Databank Act to require DNA sample collection from individuals arrested for, convicted of, or found not guilty by reason of insanity of human trafficking, arson, or car-jacking, as well as attempts to commit these crimes

Persons convicted and sentenced to imprisonment for these offenses on or after January 1, 2023 must provide blood or biological samples for DNA testing upon commencement of confinement

Persons convicted but not sentenced to confinement must provide DNA samples as a condition of their sentence

Individuals incarcerated for these offenses prior to January 1, 2023 must provide DNA samples before parole or release

Persons arrested for these offenses must provide DNA samples prior to release from custody, regardless of conviction status
