Establishes a three-year pilot program through the Department of Education to assess academic and health benefits of therapy dogs in public elementary school wellness programs.

Six school districts will be selected to participate: two each from southern, central, and northern New Jersey, representing a cross section of urban, suburban, and rural areas.

School districts must apply to participate, providing information on elementary school enrollment, current wellness program participation, and plans for using therapy dogs to promote student wellness.

The Commissioner of Education will provide participating districts with guidance on therapy dog activities, handler training requirements, dog health and behavior evaluation measures, and insurance considerations.

A report evaluating the pilot program's effectiveness in improving student academic performance and health outcomes must be submitted to the Governor and Legislature by June 30 of the third school year.
