Expands creditor maintenance responsibilities for vacant and abandoned residential properties under foreclosure to include interior maintenance, not just exterior as under current law

Addresses interior hazards such as mold, vermin, and fire risks that can affect neighboring properties, particularly in attached housing

Allows municipalities to impose fines of $1,500 per day for uncorrected interior maintenance violations after a 30-day correction window, or 10 days for imminent health and safety threats

Provides deadline extensions for correcting interior violations when a court order is required to enter the property

Amends P.L.2021, c.444 and P.L.2008, c.127 to apply existing property registration and maintenance enforcement frameworks to interior conditions
