Courts may order wireless telephone providers to transfer billing responsibility and rights to a phone number to domestic violence or stalking victims upon issuance of a final or permanent restraining order, if the victim is not the account holder.

The court may also order the defendant to reimburse the victim for any fees incurred during the transfer of billing responsibilities.

Wireless providers must notify the victim and court within 72 hours if they cannot complete the transfer due to technical limitations, such as account termination or network incompatibility.

Upon transfer, the victim assumes all financial responsibility for the phone number, monthly service costs, and any associated mobile devices.

Wireless providers and their employees are granted liability protection for actions taken in compliance with court orders issued under this law.
