Establishes the "New Jersey Kratom Consumer Protection Act" to regulate the sale and distribution of kratom products, classifying them as food products requiring Department of Health oversight.

Prohibits sale of kratom products to individuals under 21 years of age, with retailers required to verify age through valid government-issued identification and post warning signs.

Bans adulterated, contaminated, or synthetic kratom products, including those with 7-hydroxymitragynine levels exceeding 2% of alkaloid composition or containing controlled dangerous substances.

Requires product labels to disclose mitragynine and 7-hydroxymitragynine amounts, recommended serving size, and other safety information for consumer use.

Imposes civil penalties of up to $500 for first violations, $1,000 for second violations, and a three-year sales ban plus potential disorderly persons charges for third violations.
