Creates a guardianship monitoring program within the Office of Public Guardian for Elderly Adults to detect abuse, neglect, or exploitation by court-appointed legal guardians of elderly adults

Requires the Public Guardian to review reports submitted by guardians, including well-being reports and inventory/accounting documentation

Mandates verification that guardians comply with initial and periodic reporting requirements established by the Superior Court or Surrogate

Designates the Office of the Public Guardian for Elderly Adults as an "interested party" entitled to receive all guardian reports filed with courts

Authorizes the Public Guardian to intervene in guardianship proceedings if problems or inconsistencies are identified during report review; takes effect 60 days after enactment
