Prohibits drivers from operating vehicles with tinted material on the windshield or front side windows to the left and right of the driver, except for the top six inches of the windshield or above the AS-1 marking, or for those with medical exemptions for photosensitivity conditions.

Expands mandatory vehicle inspections for passenger automobiles and noncommercial trucks to include checking windshield and front side window tint compliance, in addition to existing emissions inspections.

Requires vehicles to pass the window tint inspection in order to receive a certificate of approval during the state inspection process.

Takes effect on the first day of the third month following enactment.
