Requires the Department of Environmental Protection to create the "EASE Permitting Portal," an online transparency system allowing permit applicants and the public to remotely track environmental permit submissions, review status, completeness, and projected timelines.

Portal deployment follows a phased 30-month schedule: Land Resource Protection (12 months), Air Quality and Radiation Protection (18 months), Sustainable Waste Management (24 months), and Water Quality (30 months) after funding availability.

DEP must develop a needs assessment, workplan, and cost estimate within 12 months for transitioning to a unified bidirectional permitting workflow management system over 36 months.

Authorizes a 3% technology surcharge on all covered environmental permit fees, with proceeds dedicated to technology improvements under this act.

Appropriates $3,750,000 from the General Fund: $3,000,000 for the EASE Permitting Portal and $750,000 for the transition planning assessment.
