Creates a seven-member "Fallen Law Enforcement Officer Memorial Commission" within the Department of Law and Public Safety to design and oversee construction of a memorial in Monmouth County honoring law enforcement officers killed in the line of duty

Commission membership includes representatives from the NJ State Policemen's Benevolent Association, NJ Fraternal Order of Police, State Troopers Fraternal Association, and four public members (one must be a retired law enforcement officer), all appointed by the Governor within 90 days

Establishes a separate, nonlapsing "Fallen Law Enforcement Officer Memorial Fund" to be administered by the commission for design and construction costs

Appropriates $2.5 million from the General Fund to the memorial fund

Commission must submit a final report with the selected design and location to the Governor and Legislature within 18 months; the act expires upon completion of the memorial
