Increases civil penalties for retailers selling tobacco or vapor products to persons under 21: first violation rises from $250 to $750, second violation from $500 to $1,500, and third or subsequent violations from $1,000 to $3,000.

Expands the definition of "tobacco product" to include any product containing, made of, or derived from tobacco or nicotine, as well as vapor products, components, accessories, filters, rolling papers, blunt wraps, hookahs, and pipes.

Requires the Division of Taxation to establish a compliance reporting process for retail dealers and create an anonymous reporting mechanism for the public to report violations.

Allocates 5% of recovered penalties to the Department of Health for educational programs about vapor product dangers and consequences of illegal sales.

Takes effect 180 days after enactment.
