Requires the New Jersey Motor Vehicle Commission Chief Administrator to establish and maintain a centralized license plate search system, developed in consultation with the Administrative Office of the Courts and municipal courts.

Allows registered vehicle owners or operators to enter their license plate number and view any outstanding motor vehicle or parking violations associated with their vehicle.

Enables electronic payment of fines for violations viewed through the search system.

Mandates the system meet cybersecurity standards to prevent unauthorized access and requires encryption of all data to protect privacy.

Takes effect on the first day of the seventh month following enactment, with the Chief Administrator authorized to take anticipatory administrative action for timely implementation.
