Expands the grounds for vacating a criminal record expungement order to include "good cause" shown, removing the previous 5-year time limit for certain petitions.

Defines "good cause" to include changed circumstances, discovered ineligibility, automatic marijuana/hashish expungements under P.L.2021 c.16, subsequent criminal convictions, or pending/granted post-conviction relief petitions.

Allows either the person whose record was expunged or authorized third parties to petition the court to vacate an expungement order at any time after entry.

Requires objections to vacating petitions to be filed within 60 days; unopposed petitions must receive a court hearing or ruling within 120 days.

Maintains the existing 5-year window specifically for cases where pending charges or statutory disqualifications were not disclosed during the original expungement proceeding.
