Creates the "Support for Students Exposed to Domestic Violence Fund" as a non-lapsing, revolving fund within the New Jersey Department of Education, held separate from other state funds.

Fund sources include annual legislative appropriations, federal grants, state grants, and other available monies.

Authorizes funding for school-based therapy and trauma-informed mental health services for students exposed to domestic violence, resources to address unmet student needs, and grants for hiring and training mental health personnel.

Requires the Department of Education to administer the fund and develop a methodology for allocating funds to public schools statewide.

Mandates that public schools receiving funds report to the Department of Education on how the money was used.
