Allows individuals with expunged criminal records in New Jersey to request and obtain copies of those sealed records specifically for use in immigration or naturalization proceedings

Addresses the conflict between state expungement laws (which treat offenses as if they never occurred) and federal immigration authorities (which may still consider expunged convictions when evaluating applications)

Permits the individual or their legal representative to access all records specified in the expungement order when needed for immigration matters

Defines "immigration or naturalization matter" as any law, action, filing, or proceeding related to a person's immigration or citizenship status in the United States

Takes effect immediately upon enactment, with the Attorney General and Administrative Director of Courts authorized to take preparatory administrative action for implementation
