Commissioner of Education must develop an emergency notification system to alert students, parents, teachers, and staff of active shooter situations in public and nonpublic schools

Parents, guardians, students (with parental permission), teachers, and staff may register mobile electronic devices to receive emergency notifications

System must be compatible with all mobile device types and directly linked to local law enforcement, automatically transmitting alerts to authorities upon activation

Notification system must be provided to all public and nonpublic schools at no cost

School principals and administrators who opt to use the system must customize it for their specific school and maintain registered contact information
