Prohibits towing companies from directly charging stolen vehicle owners fees to release recovered vehicles from storage, provided the owner presents a copy of the stolen vehicle police report.

Owners have 72 hours after law enforcement contact to retrieve their recovered vehicle without incurring storage fees; charges may only apply for storage beyond this period.

Storage and release fees must be paid by the vehicle's insurance carrier, or by the New Jersey Motor Vehicle Commission if the vehicle is uninsured.

Insurance carriers may pay towing companies directly or reimburse vehicle owners for costs incurred.

Amends the "Predatory Towing Prevention Act" (P.L.2007, c.193) and takes effect immediately upon enactment.
