State agencies must provide written notice at least 60 days before discontinuing any State aid (grants, subsidies, reimbursements) or State services to affected individuals, organizations, or local governments.

Programs affecting public health, safety, or welfare—including emergency services, healthcare programs, and essential social services—require at least 90 days advance notice before discontinuance.

Required notices must include a clear statement of what is being discontinued, the effective date, specific reasons, available alternatives or transition assistance, and contact information for appeals.

Exceptions allowing shorter notice periods apply when discontinuance is required by federal law or court order, during emergencies threatening public health/safety, when appropriated funds are exhausted, or when the recipient violated program terms.

State agencies must also notify legislative leadership and relevant committee chairs before discontinuing any aid or service funded through legislative appropriation.
