Requires the Office of Information Technology to establish an online statewide tracking system for permits, licenses, certifications, and form applications within one calendar year of enactment.

Assigns unique application numbers to each submission and enables interactivity among all Executive Branch departments, agencies, commissions, boards, bureaus, and offices for real-time access to records.

Mandates tracking of specific information including applicant name, responsible department, application type, received date, current status, and expected completion date.

Department heads determine which permits and licenses to include in the system based on annual volume, average approval duration, and processing complexity.

All Executive Branch principal departments and subordinate entities must cooperate with OIT and the Chief Technology Officer to implement the system.
