Establishes the Safe Remote Learning Program in the Department of Education to support school districts, charter schools, and renaissance schools implementing virtual instruction due to COVID-19.

Requires remote instruction facilities to meet health and safety standards, provide necessary devices and broadband Internet access for all students, and maintain qualified staff during operating hours.

Schools may establish facilities by repurposing existing school space or using non-profit or higher education facilities without prior DOE approval if guidelines are met.

Priority access to facilities must be given to students eligible for free or reduced-price meals and children of essential workers when space is limited.

State will fully reimburse schools for facility costs using federal CARES Act funds or other COVID-related federal assistance, with state appropriations covering any shortfall pending Treasury approval.
