Allows individuals with suspended or revoked driver's licenses to apply to municipal court for a restricted use license limited to employment or education-related travel during specified hours and routes.

Excludes anyone convicted under R.S.39:4-50 (DUI/DWI offenses) from eligibility for a restricted use license.

Requires courts to consider the applicant's financial hardship without a license and likelihood of reoffending when making determinations.

Mandates display of a distinctively colored placard in the rear window of any vehicle operated under the restricted license, with the license itself also being a distinguishable color.

Sets maximum fee of $100 for the restricted license and placard, with the license expiring automatically when the suspension period ends and full driving privileges are restored.
