Creates the Council for Community Recovery and Family Success as an independent 25-member body within the Department of Community Affairs, comprising 8 ex-officio state commissioners/directors and 17 public members appointed by the Governor, Senate President, and Assembly Speaker

Directs the council to develop a statewide initiative focused on child and family well-being based on four pillars: positive family relationships, safety and financial security, high-quality education, and good health

Requires establishment of community recovery and family success councils in each of New Jersey's 21 counties to assess local needs, analyze available services, and develop preventive service methods

Mandates the council advocate for a State Bill of Rights for Infants, Children, Youth, and Families modeled on the United Nations Treaty on the Rights of the Child

Appropriates $4.0 million from the General Fund, with unexpended funds rolling over to subsequent fiscal years and the council authorized to invest funds and retain any earnings
