Expands Educational Opportunity Fund (EOF) grant eligibility to include students who have previously earned an associate degree, college credits, or participated in dual enrollment programs while in high school

Prohibits exclusion of students with prior college credits, associate degrees, or dual degree program participation from campus-based EOF programs at any New Jersey institution of higher education

Maintains existing EOF eligibility requirements including 12-month New Jersey residency, enrollment in a degree or approved program, demonstrated financial need, and compliance with board rules

Takes effect immediately and applies starting with the first full academic year following enactment
