Creates a new "general barber" license category covering shampooing, cutting (including clipper cutting), styling hair, shaving/trimming facial hair, and massaging/cleansing/stimulating the face for male customers

Establishes barbering apprenticeships allowing individuals to practice under the supervision of a licensed barber while completing required sanitation and safety courses

Requires the New Jersey State Board of Cosmetology and Hairstyling to review apprenticeship qualifications, issue apprenticeship certificates, and maintain a registry of all barbering and general barbering apprentices

Exempts certified barbering apprentices from the requirement to hold a license when practicing under supervision, similar to exemptions for registered students with permits

Applies all existing shop licensing, mobile facility, and regulatory requirements for barbering to the new general barbering category
