Creates a new "Fire Escape Contractor" certification class under New Jersey's fire protection contractor regulations, authorizing certified contractors to install, service, repair, inspect, and maintain fire escapes.

Restricts fire escape work to registered design professionals (licensed architects or engineers) or employees working for certified fire escape contractors.

Defines "fire escape" as an additional means of egress installed on existing buildings when more than one exit is required and insufficient space exists for an exterior stair within the lot line.

Requires the Commissioner of Community Affairs to adopt rules and regulations for determining which companies qualify for fire escape contractor certification.

Amends P.L.2001, c.289 (the state's fire protection equipment contractor law) to add fire escapes and related definitions to the existing regulatory framework.
