Creates a 15-member Legislative Enactment Oversight Committee within the Department of State to monitor implementation of enacted laws and joint resolutions by government agencies

Committee will track laws enacted within five years before the bill's effective date and all future enactments, assessing efficiency, timeliness, accuracy, and identifying delays in implementation

Members appointed by the Governor upon recommendations from legislative leaders, with required expertise across 15 policy areas including elections, housing, education, environment, and public safety

Chair receives up to $120,000 annually and other members up to $90,000; all serve full-time five-year terms as unclassified state employees without pension or health benefits eligibility

Committee must report findings to the Governor and Legislature at least twice per year and assign staff to respond promptly to legislators' inquiries about implementation status
