Creates a Division on Marijuana and Cannabis Enforcement within the Department of Law and Public Safety under the Attorney General's authority

Requires the division to establish and maintain a database tracking annual arrests for DWI involving marijuana, marijuana-related arrests/dismissals/convictions/delinquency adjudications, and information on seized marijuana under forfeiture law

Mandates a public awareness campaign on the risks of driving or operating vessels while under the influence of marijuana, including dangers of combined marijuana and alcohol use

Requires annual reports to the Governor and Legislature containing database statistics, campaign activities, and legislative recommendations

Takes effect on the first day of the seventh month following enactment
